Director of Operational Excellence
Greg Gardner serves as director of operational excellence for the Governor’s Office of Management and Budget (GOMB). He works with cabinet-level agencies to improve operations by helping them apply the principles and concepts of the SUCCESS Framework to increase more value for every tax dollar invested.
Greg helped create and implement the SUCCESS Framework, which is largely the Theory of Constraints adapted and customized for government, statewide which achieved an across-the-board improvement of 27 percent in four years. Governor Gary Herbert's goal was 25 percent.
Greg has significant experience in Utah state government and is approaching 35 years of value-added service to the state. As the state director of job training, he played a vital role in the creation of the Utah Department of Workforce Services. Under the direction of former Governor Michael Leavitt, the Department of Workforce Services (DWS) merged all the employment and training and “welfare to work” programs within the state.
He served at DWS as the deputy director of operations, director of information technology and deputy director for administration. This experience gives Greg direct insight into how state agencies work and how to help them apply the SUCCESS Framework to improve operations.
Greg holds a bachelor's degree in marketing and a master's degree in human resource economics, both from the University of Utah. The best education he has received though has been through the school of “hard knocks,” or learning by doing, for almost 35 years in state government.
