Goal of Success System
This SUCCESS system is housed in the Commission’s Occupational Safety and Health Division (UOSH). The goal of the system is to issue UOSH citations within 45 days of the date of the opening conference. By statute, UOSH has six months to issue a citation. However, six months can be a lifetime on a job site and an unacceptable amount of time for a safety hazard to exist and for a potential citation and penalty to hang over an employer. Reducing the time frame to 45 days better serves employees and employers.
UOSH’s strategy consists of removing duplicative efforts and unnecessary steps in the review process. It has implemented the following changes:
- Improved the review process by systemizing the manner in which reports are written. This expedites the review by the Compliance Supervisor and Manager.
- Implemented a Case File Checklist to ensure all aspects of the case are complete and accurate prior the Compliance Supervisor review stage. This minimizes the need for corrections and investigation rework.
- Increased our ability to store case file documents electronically by utilizing the federal OSHA electronic database, which reduces the time and cost of printing paper file documents.
UOSH initiated this process in January 2016. At that time, 45 percent of citations were issued within 45 days. Over the last nine months, 82 percent of citations were issued within 45 days. By completing work quicker, UOSH has realized increased capacity to implement the Commission’s SUCCESS + project–a Public Sector Local Emphasis Program (LEP).
The Commission continues to find additional capacity in a number of divisions. For UOSH, the goal is to consistently issue 90 percent of all citations within 45 days. As the numbers for the last several months demonstrate, this is a realistic goal.
